WBCHSE directs schools to restrict student mobile phone use during school hours, mandates safe custody procedures, teacher counseling, parental cooperation, and digital well-being awareness programmes for a focused academic environment.

Sub: Restriction on carrying & using mobile phones by the students in the Class Rooms
Ref: Memo No 845 – Sc/Apt, dated – 14.07.2026 issued by DDSE (Admin)

  1. Students may be advised not to bring or use mobile phones during school hours, including during classroom teaching, examinations, assemblies, and other academic activities, except under exceptional circumstances with the prior permission of the Head of the Institution.
  2. Where carrying a mobile phone is unavoidable due to genuine reasons, such as long-distance travel or medical emergencies, the device shall remain switched off or in silent mode and shall not be used during school hours without explicit authorization from the school authorities.
  3. Schools may formulate appropriate procedures for the safe custody of such devices, where considered necessary, in accordance with their local requirements.
  4. Teachers may be advised to counsel students regarding the responsible and ethical use of digital devices.
  5. Parents/guardians may be requested to cooperate with the school by discouraging their wards from bringing mobile phones to school except in exceptional circumstances. In case of emergencies, parents may contact the school office directly.
  6. Schools may be encouraged to conduct regular awareness programmes for students and parents on digital well-being, cyber safety, responsible use of technology, and the importance of maintaining a focused academic environment.
