ORDER

Sub: Manning by RSK member for management of RSBY Help Desk in Government Hospitals

I am to inform you that Rogi Sahayaks under “Rogi Sahayata Kendra” are taking active part in implementation of RSBY in the Govt. hospitals. It is further to inform you that 45 RSKs are running in the state with the financial support from NRHM up to the level of Sub divisional Hospitals. It is also known that NHM has proposed 63 more Rogi Sahayata Kendras to cover all the hospitals up to Sub divisional Hospital (SDH) level in State’s PIP (2014-15), out of which RSK is running in 12 facilities and remaining 51 facilities to be covered list of which is enclosed as Annexure A.

It is felt that such RSKs are absolute necessity for effective and successful implementation of RSBY in the Govt. Hospitals considering the workload and non-availability of dedicated manpower for RSBY.

Accordingly, It is hereby ordered that all empanelled Public Hospitals (MCH, DH, SDH & SGH) where RSKs under NRHM not yet sanctioned or kept pended as stated above, shall set up help desk for RSBY with the name of Rogi Sahayata Kendra to be engaged by Rogi Kalyan Samity of the respective hospital as per existing norms and guidelines of National Health Mission (NHM). RSBY office shall provide the existing rate of honorarium i.e. Rs. 6500/- per month to each Rogi Sahayak member for such Hospitals for the next 6 months or till approval of RSKs by NRHM whichever is earlier. State Nodal Agency, RSBY will release funds for six months in RSBY account of the hospital @ Rs 6500 pm per Sahayak as per the following norms subject to the actual functioning of RSBY scheme in respective hospitals.

1) upto 5 Sahayak in the DH/SDH.
2) up to 8 Sahayak in the MCH.

These RSKs will be treated as RSKs of NRHM as soon as those will be approved in the state’s PIP for NRHM and further support of RSKs from RSBY is subjected to the performance of RSBY in the said Govt Hospital.

The RSKs to be appointed by Rogi Kalyan Samities, will primarily perform duties related to admission of RSBY card holders, running and maintenance of Hospital Transaction Management System (HTMS) for registration, blocking of service packages, discharge and assistance to patients in getting hospital services, diagnostics, pharmacy services and pathology in the hospital in addition to the duties as described in the revised guidelines for engagement of Rogi Sahayaks as issued by the MD NHM. Terms and conditions and selection procedures of NHM shall be followed.

This order issued with the approval of the Ministry of Labour & Employment, Government of India.

This order shall take immediate effect.
