NOTIFICATION

Adoption of Panel of Transaction Advisers notified by the Department of Economic Affairs (DEA) Ministry of Finance, GoI for PPP Projects in continuation of Finance Department Notification No. 4200-F(Y) dated 28.11.2025

Whereas, Finance Department vide Notification No. 4200-F(Y) dated 28.11.2025 constituted a Panel of Transaction Advisers for PPP and other infrastructure projects for use by the Administrative Departments, Local Authorities and State Government organisations of West Bengal.

And whereas, on an earlier occasion, the DEA Panel of Transaction Advisers was notified for the concerned organisations, enabling them to obtain Transaction Advisory services from either the State Finance Department Panel or the DEA Panel, as considered appropriate.

And whereas, the Department of Economic Affairs (DEA), Ministry of Finance, Government of India, vide Notification No. 2/3/2021-PPP dated 05.02.2026, has empanelled Transaction Advisers for PPP Projects under Panel-A and Panel-B.

Now, therefore, the Governor is pleased to order that the aforesaid DEA Notification dated 05.02.2026 is hereby adopted, in toto, for use by the Administrative Departments, Local Authorities and State Government organisations of West Bengal, in continuation of Finance Department Notification No. 4200-F(Y) dated 28.11.2025.

1. The DEA Panel adopted under this Notification shall operate as an additional panel alongside the existing Finance Department Panel constituted vide Notification No. 4200-F(Y) dated 28.11.2025.
2. The concerned Administrative Departments, Local Authorities and State Government organisations shall have the option to engage a Transaction Adviser either from the Finance Department Panel or from the adopted DEA Panel, as considered appropriate for the project.
3. Engagement from the Finance Department Panel shall be governed by Notification No. 4200-F(Y) dated 28.11.2025 and the Manual issued thereunder. Engagement from the DEA Panel shall be governed by the DEA Notification dated 05.02.2026, as adopted herein, subject to the prevailing instructions of the Finance Department.
4. The existing Finance Department Panel and all other provisions of Notification No. 4200-F(Y) dated 28.11.2025 shall remain unchanged.
