MEMORANDUM

In terms of Para 4 of FD memo no. 1484-F(Y) dt.06.03.2019, prior concurrence of Group-T of FD is required for transfer of fund from Expenditure HoA to the bank account of any Government Office. Recently vide FD memo no. 1869-F(Y) dt.17.04.2023, it was decided that concurrence of Group-T, FD would not be required for transferring CSS fund to the earmarked/designated bank account of the State Nodal Agency (SNA) of that Scheme.

Now, it is further decided that henceforth concurrence of Group-T of Finance Department shall not be required for transfer of fund released under the three Flagship schemes of the State Government, viz.: Lakshmir Bhandar Scheme, Jai Bangla Pension Scheme, Krishak Bandhu Scheme — to the designated bank account of the concerned Administrative Department, for onward transmission to the bank account of the beneficiaries, subject to: sufficient Budget Provision in the concerned budget HoA, and Financial sanction of the competent authority.
