Memorandum

The State Government has restructured the service conditions and benefits for Government-approved Part-Time teachers (PTTs), Contractual Whole-time teachers (CWTTs), and Guest teachers engaged in Government or Government-aided colleges in West Bengal up to July 13, 2019. The Governor is pleased to rename these categories and establish the following terms:

1. State Aided College Teacher, Category-I

This category includes teachers who possess the qualifications prescribed by the University Grants Commission (UGC) as followed by the West Bengal College Service Commission.

  • Remuneration (Served less than 10 years): Rs. 31,000/- (consolidated) per month.
  • Remuneration (Served more than 10 years): Rs. 35,000/- (consolidated) per month.

2. State Aided College Teacher, Category-II

This category includes teachers who do not possess the UGC-prescribed qualifications on the date of this order.

  • Remuneration (Served less than 10 years): Rs. 20,000/- (consolidated) per month.
  • Remuneration (Served more than 10 years): Rs. 25,000/- (consolidated) per month.

3. Key Terms and Conditions

  • Remuneration Protection: Existing Government-approved PTTs and CWTTs receiving higher remuneration than the rates above will have their current pay protected.
  • Annual Increment: Total remuneration will be enhanced by 3% every year on July 1st.
  • Retirement Benefit: Teachers who attain the age of 60 and have served at least 10 years are entitled to a one-time payment of Rs. 5.00 Lakh.
  • Category Advancement: Category-II teachers who subsequently acquire UGC qualifications will be moved to Category-I from the date of qualification, subject to approval from the DPI, West Bengal.
  • Engagement Duration: Both categories may continue their engagement until they reach the age of 60 years.
  • Workload: Both Category-I and Category-II teachers are required to take 15 hours of classes per week, including examination-related work.
  • Effective Date: While issued in December 2019, the financial benefits of this order become effective from January 1, 2020.

4. Administrative Procedures

  • Engagement Letters: Fresh letters of engagement must be issued by college authorities following approval from the Director of Public Instruction (DPI), West Bengal.
  • Vacancies: Notional vacancies will be created to accommodate these teachers; these posts are treated as personal and supernumerary.
  • Termination: Service may be terminated by the Governing Body with State Government approval for reasons such as non-performance, delinquency, misconduct, or criminal involvement.
  • Deployment: Teachers may be deployed to other Government-aided colleges if required in the interest of public service.
