MEMORANDUM
The financial power of the Heads of the Administrative Departments for acceptance of tenders with less than 3 qualified bidders in 2nd or subsequent calls was revised to Rs. 10 crore / Rs. 5 crore depending on the delegated power of the Head of Department to accord administrative approval vide this Department Memorandum No. 6989-F(Y) dated 19.11.2018.
The powers of the Heads of the Administrative Departments to accord administrative approval have since been revised as and when required. This has raised a confusion regarding the financial power of the Heads of the Administrative Departments for acceptance of tenders with less than 3 qualified bidders in 2nd or subsequent calls.
It is now clarified that the financial power of the Heads of the following Administrative Departments towards acceptance of tenders with less than 3 qualified bidders in 2nd or subsequent calls will be Rs. 10 crore (Rupees ten crore) until further order in this regard:
- Public Works Department
- Urban Development & Municipal Affairs Department
- Panchayats & Rural Development Department
- Health & Family Welfare Department
- Irrigation & Waterways Department
- Water Resources Investigation & Development Department
- Public Health Engineering Department
- Housing Department
Similarly, financial power of the Heads of the remaining Administrative Departments towards acceptance of tenders with less than 3 qualified bidders in 2nd or subsequent calls will be Rs. 5 crore (Rupees five crore) until further order in this regard.
