MEMORANDUM
In order to increase the Plan expenditure, we have already released, vide this Department Memo No. 800-FB dated 06.09.2017, 90% of current years’ Core Plan Budget provision to the following Administrative Departments except under detailed head 33- Subsidies, 55- Loans and Advances, 54- Investment with effect from 15.09.2017.
Departments which were released 90% of current years’ Core Plan Budget provision:
(i) Backward Classes Welfare Department
(ii) Fire & Emergency Services Department
(iii) Forests
(iv) Health & Family Welfare Department
(v) Higher Education, Science & Technology Department
(vi) Housing Department
(vii) Irrigation & Waterways Department
(viii) North Bengal Development Department
(ix) Panchayats & Rural Development Department
(x) Paschimanchal Unnayan Affairs Department
(xi) Power & Non-Conventional Energy Sources Department
(xii) Public Health Engineering Department
(xiii) Public Works Department
(xiv) Public Works (Roads) Department
(xv) School Education Department
(xvi) Sunderban Affairs Department
(xvii) Tribal Development
(xviii) Urban Development and Municipal Affairs Department
(xix) Water Resources Investigation & Development Department and
(xx) Women & Child Development & Social Welfare Department.
- Now, in continuation F.D. Memo No. 410-FB dated 23.06.2017 read with F.D. Memo No. 800-FB dated 06.09.2017, we may release Plan fund upto 90% of current years’ Budget provision under Core Plan to the following Administrative Departments with immediate effect except under detailed head 33-Subsidies, 55-Loans and Advances, 54-Investment.
Departments to whom Plan fund up to 90% of current years’ Budget provision is released now:
(i) Department of Industry, Commerce and Enterprises (Public Enterprises & Industrial Reconstruction)
(ii) Department of Self Help Group & Self Employment
(iii) Department of Fisheries
(iv) Department of Transport and
(v) Department of Agriculture.
- Few Departments to whom 90% of fund was allotted earlier have now been able to utilize majority of fund. Therefore, in continuation of F.D. Memo No. 800-FB dated 06.09.2017, 100% of Plan fund to the following Administrative Departments under Core Plan upto the current years’ Budget provision (100%) with immediate effect except under detailed head 33-Subsidies, 55-Loans and Advances, 54-Investment as substantial expenditure has been made by the said Departments.

(i) Department of Urban Development & Municipal Affairs (Municipal Affairs)
(ii) Department of North Bengal
(iii) Department of Panchayats and Rural Development
(iv) Women & Child Development & Social Welfare
(v) Department of Power & Non-conventional Energy Sources
(vi) Department of Labour
(vii) Department of Health & Family Welfare
(viii) Department of Public Works
(ix) Department of Public Works (Roads)
(x) Department of Public Health Engineering.

- (a) Concurrence from Finance Department, Budget Branch will have to be obtained for the schemes relating to EAP, RIDF, NCDC, REC, CRF, APDRP, AIBP, BADP, ACA under Article 275(1), TSP (relating to Tribal Development Department), RKVY, GLB (State Finance Commission), WBCETF, 14th Finance Commission.
(b) Concurrence from Finance Department, Budget Branch will also have to be obtained for Central share and State share of all schemes including Other Centrally Assisted State Plan Schemes (OCASPS) for which central assistance is available.
- The powers delegated to the Administrative Departments / Controlling Authorities to release fund are subject to the following conditions:-
(i) The project / scheme for which fund is to be released has been administratively approved following the existing procedure after obtaining concurrence of the Finance Department or Financial Advisor within the limit of Rs. 10.00 crore as per Memo No. 152-F.B. dated 27.04.2012;
(ii) The amount to be released can be accommodated within the allotted fund out of budget provision under the project / scheme;
(iii) There are no deviations – technical or otherwise – from the approved norms;
(iv) Restrictions on creation of posts, purchase / hiring of cars and other restrictions imposed by the Finance Department are to be observed.
