The Finance Department, Government of West Bengal has been collecting their Tax and Non Tax revenue through online receipt portal called “Government Receipt Portal System” – GRIPS. The GRIPS was integrated with e-Kuber Portal of the Reserve Bank of India with revised procedure of reporting and accounting vide Notification No. 5607-F(Y) Dated 27th October, 2016 of the Finance Department.
With passage of time number of depositors and tax payers as well as no. of services for which revenue is deposited has increased manifolds. Now a large no. of Departmental portals are also integrated with GRIPS/IFMS.
To provide wider payment instrument options for making payment of tax and non-tax liabilities and to make the payment process easier and simpler for the depositors & tax payers, the matter of utilizing the services of Payment Gateway through an Aggregator in GRIPS was in active consideration of the State Government for some time past.
Now, the Governor is pleased to introduce ‘SBIePay’ as the Payment Aggregator in GRIPS for Online collection and reporting of tax and non-tax receipts of the State Government. The collection of Tax and Non-Tax revenue through the Aggregator Model would be an additional facility in the existing collection mechanism available in GRIPS. The existing integration with 21 individual banks for payment through GRIPS would also continue along with the Aggregator mode of fund collection with wider range of modes of payments.
The Payment Gateway service of SBIePay in GRIPS will provide following facilities / mode of payments through:
i. Net Banking by Retail Banking A/c holders
ii. Net Banking by Corporate Banking A/c holders
iii. Credit Cards
iv. Debit Cards
The depositors and tax payers now shall get SBIePay and other existing payment modes at the time of making payment through GRIPS. To undertake the transaction through SBIePay the depositors and tax payers have to select the ‘Payment Mode’ as ‘SBIePay’ from the list of available payment modes.
The eFPB [Focal Point Branch] of State Bank of India (SBI) shall be responsible to report the data of successful GRIPS-SBIePay collections to Reserve Bank of India (RBI). The GRIPS-SBIePay collections made till 12:00 at midnight of the transaction day shall be uploaded to the portal of eKuber of Reserve Bank of India in prescribed format as defined by the Reserve Bank of India, on T+1 day from the centralized location on behalf of eFPB. All extant reporting structures/process/timelines etc. shall be adhered to by the bank in this Aggregator Model.

Banks participating in GRIPS through direct integration shall continue to collect, report and settle the Govt. receipts with RBI as per Notification No. 5607-F(Y) Dated 27th October, 2016 of the Finance Department.
The SBIePay shall provide an Interface to the Admin User of the Finance Department for providing MIS in connection with the daily collection and settlement of receipts made through GRIPS-SBIePay integration.
The Departments / Directorates having their portal integrated with GRIPS shall require to incorporate the new Bank Code of SBIePay while redirecting the payment request to GRIPS in order to get the wide range of payment options in GRIPS.
This will take immediate effect.
