Sub: The West Bengal Non-Government College Teachers’ (Death-cum-Retirement Benefit) Scheme
In continuation of Government order No. 817-Edn (CS) dated 11th May, 1976, the undersigned is directed by order of the Governor to say that the Governor has been pleased to accord his approval to the introduction of the West Bengal College Teachers (Death-cum-Retirement Benefit) Scheme attached hereto and also to the introduction thereof with effect from the 1st April 1974.
The scheme is applicable to the teachers of affiliated colleges as mentioned in para 3 of the said scheme. Teachers drawing pay in the new UGC scales (introduced 1.1.1973) are required to exercise a written option within 60 days for either:
- Pension (including Family Pension)-cum-Gratuity
- Contributory Provident Fund-cum-Gratuity
Option once exercised is final.
Scheme Highlights
- Effective Date: The scheme is deemed to have come into force on 1.4.74.
- Applicability: Applies to all whole-time teachers (permanent and temporary), including Demonstrators, Physical Instructors, Vice-Principals, and Principals of Non-Government affiliated Colleges in West Bengal who were in service on 31.3.74 or appointed thereafter in UGC scales.
- Classification of Pension:
- Compensation Pension: If a teacher is discharged due to the abolition of a permanent post.+1
- Invalid Pension: Awarded if a teacher is permanently incapacitated by bodily or mental infirmity.+1
- Superannuation Pension: Granted upon reaching the age of retirement.+1
- Retiring Pension: Admissible after completing 30 years of qualifying service.+1
- Qualifying Service:
- Service rendered before the age of 20 does not qualify.
- Continuous temporary service followed by confirmation counts as qualifying service.
- Authorized leave and periods of suspension treated as duty count toward the service period.
- Gratuity Rates:
- For service less than 10 years, a graduated scale applies (e.g., 5 months’ emoluments for 10 six-monthly periods).
- Retiring gratuity for those with 10+ years of service is one-fourth of emoluments for each completed six-monthly period, up to 16½ months’ emoluments or Rs. 30,000, whichever is less.
- Family Pension:
- Payable to the widow/widower, minor sons (up to age 18), or unmarried daughters (up to age 21 or marriage).
- Enhanced rates apply for the first five years following death in service (or until the teacher would have reached age 65).
- Commutation: Teachers may commute a portion of their pension for a lump sum payment based on age-related multipliers.+1
