Request for Proposal (RFP) for Providing Service as Project Management Unit (PMU) for
implementing the Program of West Bengal Building State Capability for Inclusive Social
Protection Operation Project
The selected participants through Expression of Interest (EOI) published vide FD memo no
640-FB dated 02.09.2024 are requested to submit their proposal both technical and financial as
per the criteria mentioned in the annexed RFP.

Dear Mr. /Ms.:
- The Government of West Bengal (hereinafter called “Borrower”) has received for financing
from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in
the form of a loan (hereinafter called “loan”) toward the cost of West Bengal Building State
Capability for Inclusive Social Protection Operation Project. The Department of Finance,
Government of West Bengal (hereinafter called “Client”), intends to apply a portion of the
proceeds of this loan to eligible payments under the contract for which this Request for
Proposals is issued. - The Department of Finance, Government of West Bengal now invites sealed proposals to
provide the following consulting services (hereinafter called “Services”): Providing Service
asProject Management Unit (PMU) for implementing the program of West Bengal Building
State Capability for Inclusive Social Protection Operation Project. More details on the
Services are provided in the Terms of Reference (Section 7). - A firm will be selected using direct RFP method under Quality and Cost based selection
(QCBS) procedures and in a Full Technical Proposal (FTP) format as described in this RFP,
in accordance with the Bank’s “Procurement Regulations for IPF Borrowers November
2020” (“Procurement Regulations’) which can be found at the following website:
