Sir/Madam,

Finance Department, Government of West Bengal has decided to publish a Report/Budget Publication on achieving the Sustainable Development Goals (SDG) from the coming financial year 2026-27. 17 (Seventeen) Sustainable Development Goals (SDGs) are a universally accepted parameters adopted by the United Nations in 2015 to end poverty, protect the planet, and ensure peace and prosperity for all by 2030. Those are as a whole an integrated framework that address economic, social, and environmental sustainability through goals like No Poverty, Zero Hunger, Good Health and Well-being, Quality Education, Gender Equality, Climate Action, and Life on Land. The SDGs are a shared blueprint for a better and more sustainable future, with a commitment to “Leave No One Behind”.

As a pre-requisite the Heads of Account/Schemes owned by various Departments are required to be mapped with the 17 Sustainable Development Goals (SDGs) as per the nature of work/outcome achieved through expenditure from the Departmental Heads/Schemes out of public money. Through that exercise the SDG budget of the Department as well as of the Government of West Bengal will be reported as well as expenditure-cum-achievement of target shall be measured in seamless manner. This will act as tool for the Government to measure the development (sector wise spending of public money), optimum utilization of resources, prioritize the spending in achieving sustainable goals and also for measuring the outcomes achieved through such spending. In order to execute the initial task of mapping the existing HoA/schemes with 17 SDG(s), in hassle-free manner through IT intervention, an online interface has been developed in the i-Budget application of Finance Department. Departmental authorities are required to map all their existing Schemes/Heads based upon the nature of work with the SDG Goals. The user manual for the said exercise is attached herewith and also available in portal.

1 Financial Advisors or any officer not below the rank of Joint Secretary of the Department will act as Nodal Officer under the respective Department for execution of the entire task in liaison with the Head of the Department.

This exercise is to be completed within 12.12.2025.

The Sustainable Development Goals (SDGs) are a set of 17 global objectives established by the United Nations in 2015 to guide development and promote a more sustainable, just and resilient future. These goals are designed to address the urgent global challenges of poverty, inequality, climate change, environmental degradation, peace and justice. They follow on from the Millennium Development Goals (MDGs) which were in force from 2000 to 2015. Each of the 17 SDGs is accompanied by a set of specific targets and indicators to guide and measure progress in each area.

List of 17 Goals

SDG- 1 – No Poverty: The first Sustainable Development Goal (SDG) aims to eradicate poverty in all its forms by 2030. It recognises poverty as a major obstacle to human well-being. The SDG targets cover the eradication of extreme poverty, based on a threshold of $1.25 per day, the reduction of poverty according to national criteria, the establishment of social protections, equitable access to resources, resilience in the face of climate change and the integration of poverty issues into policies at all levels. Priority is given to the most vulnerable groups, such as women and children, and Circular Place’s solution meets this SDG. We contribute to the fight against poverty by encouraging donations to associations that help the most disadvantaged.

SDG- 2- Zero Hunger: SDG 2 aims to eradicate malnutrition by guaranteeing sufficient and nutritious food for all. It promotes sustainable agriculture capable of meeting today’s needs while remaining resilient in the face of climate change. The objectives include increasing agricultural productivity, particularly for small farmers, promoting climate-resilient agriculture, preserving genetic biodiversity and strengthening agricultural research. The emphasis is also on stabilising food markets and limiting price fluctuations. To achieve these aspirations, decisive political action is required, recognising the interdependence of this SDG with other sustainable development goals.

SDG- 3- Good Health and Well-being: The health SDG aims to achieve well-being for all, regardless of age. It focuses on key issues such as maternal and child health, and the prevention and treatment of all forms of disease. To succeed, preventive measures, universal access to care, support for research and the development of treatments are essential. It also focuses on sexual and reproductive health, the introduction of universal health cover, and minimising the risks associated with chemical substances and pollution.

SDG- 4: Quality Education: The SDG on education calls for quality, accessible and inclusive education for all. It aims to eliminate educational inequalities, while emphasising lifelong learning, from the basics to advanced skills. This goal also focuses on strengthening educational infrastructures, increasing financial aid for students from developing countries, and quality training for teachers.

SDG- 5: Gender Equality: SDG 5 aims to achieve gender equality, with a focus on empowering women and girls. It tackles discrimination and violence and campaigns for fair representation in key positions. As well as guaranteeing sexual and reproductive rights, this goal underlines the interconnection of the gender dimension with all the other SDGs. It highlights the importance of global action to overcome gender inequalities and strengthen women’s rights.


SDG- 6: Clean Water and Sanitization: SDG 6 aims to achieve universal access to safe drinking water, hygiene and sanitation by 2030, with a particular focus on vulnerable populations. It promotes sustainable water management, including measures against pollution and for wastewater treatment. It also encourages cross-border cooperation for effective water management and peace-building between countries.

SDG- 7: Affordable and clean energy: SDG 7 underlines the centrality of sustainable energy in meeting today’s challenges and shaping the future. It aims to provide universal access to modern, affordable energy services by 2030, while promoting renewable energies and energy efficiency. This objective also encourages international cooperation on clean energy research and technology and infrastructure development, with a particular focus on developing countries.

SDG- 8: Decent work and economic growth: The SDG aims for inclusive and sustainable economic growth, prioritising full employment and decent work. It calls for the elimination of undesirable work, equal pay and support for entrepreneurship and SMEs. It promotes safety at work for all, including migrants and those in precarious employment. The objective condemns child labour and modern slavery, encourages sustainable tourism and calls for international collaboration to support decent employment in developing countries.

SDG- 9: Industry, Innovation and Infrastructure: SDG 9 focuses on the development of resilient infrastructures, sustainable industrialisation and innovation. It highlights the importance of infrastructure for economic growth, industrialisation as a lever for employment, and access to financial services for small businesses. The aim is to encourage industrial efficiency and technological research, and to support developing countries in building sustainable infrastructures. It also advocates industrial diversification and adding value to products, and is aiming for universal Internet access in the least developed countries by 2020.

SDG- 10: Reduced Inequalities: SDG 10 aims to reduce inequalities between individuals and nations. It advocates policies that boost the incomes of the poorest 40% and combat wage discrimination. It would like to see developing countries better represented in global forums, guarantee equal opportunities, strengthen financial regulation, control migration and minimise the cost of remittances.

SDG- 11: Sustainable cities and communities: SDG 11 aims to develop sustainable cities and communities. It aims to guarantee housing, essential services, safe transport and green spaces for all. The focus is on reducing urban environmental impacts, protecting heritage and building resilience to disasters. It also advocates participatory urban planning and supports the least developed countries in building sustainable constructions using local resources.

SDG- 12: Responsible consumption and production: SDG 12 advocates sustainable consumption and production patterns. It focuses on the responsible management of the entire product value chain, from reducing food waste to the environmentally-friendly management of chemicals. It encourages sustainable tourism, corporate responsibility and public education on sustainable development. The aim is also to minimise waste, promote sustainable public procurement and review fossil fuel subsidies. We are also responding to this SDG by promoting more responsible consumption and production and a ‘zero waste’ strategy.


SDG- 13: Climate Action: SDG 13 focuses on the fight against climate change. It aims to strengthen the resilience of countries, particularly the least developed countries and small island states. This objective advocates the integration of climate issues into national policies, education and awareness-raising. It also stresses the importance of international cooperation, the mobilisation of funds, in particular the Green Climate Fund, and capacity-building to manage the consequences of climate change. We are fighting global warming by limiting the destruction of products and avoiding the production of new ones.

SDG- 14: Life below water: SDG 14 focuses on the conservation and sustainable use of oceans and marine resources. It advocates the sustainable management of resources, the fight against overfishing and ocean acidification, and the strengthening of scientific capacities. It highlights the importance of small island states and less developed countries, while placing small-scale fishermen at the heart of its approach. The objective also insists on compliance with international law, in particular the Convention on the Law of the Sea.

SDG- 15: Life on Land: SDG 15 aims to conserve terrestrial ecosystems and biodiversity. It advocates sustainable forest management, the fight against deforestation and the protection of endangered species. It focuses on international cooperation to combat poaching and species trafficking, while seeking to prevent the introduction of invasive species. The objective is to encourage the integration of biodiversity into national policies and the mobilisation of resources for conservation. It also highlights the support given to local communities for sustainable alternatives.

SDG- 16: Peace, justice and strong Institutions: SDG 16 aims to establish peace, justice and strong institutions. It tackles violence, child abuse, corruption and organised crime, while promoting fair access to justice and transparent institutions. It encourages inclusive participation in decision-making and strengthens the role of developing countries in global governance. The objective also emphasises the importance of legal identity for all, the protection of fundamental freedoms and the fight against terrorism, while advocating equality and sustainable development.

SDG- 17: Partnership for the Goals: SDG 17 promotes strong partnerships between governments, the private sector and civil society to achieve the SDGs. It focuses on resource mobilisation, improved trade, economic stability and the importance of accurate data to measure progress. The objective also emphasises policy coherence, respect for national sovereignty and the establishment of diversified partnerships, while strengthening the statistical capacities of developing countries. Finally, we work in partnership to achieve our objectives, bringing together players involved in the circular economy and social economy structures (17).

1. LOGIN CREATION/PASSWORD SETTING

Creation of login of Head of the Department:
Login of the HoD is already created in i-Budget application which is same as the Admin Budget related activities. HoD is already having the Secret PIN.

If Secret PIN is Lost
Click on “Forgot your Secret PIN?” on the login page. The system will send a new Secret PIN to the registered mobile number via SMS.

Creation of Nodal Officer login by HoD:

  • Creation of Nodal Officer login by HoD:- HoD shall create new users from the “Department User Updating” sub-menu under “Official User” menu. [Viz. Nodal Officer]
  • Multiple users can also be created by HoD.
  • Both Mobile Number and email is mandatory for user creation.
  • Newly created users will receive an OTP /Secret PIN for first-time login.
  • The Secret PIN remains valid until the user updates it.
  • HoD can disable any user (in case of transfer, retirement, or other reasons) from the same page.

Creation of Financial Advisor login by HoD:

  • Creation of Financial Advisor login by HoD:- HoD shall create the Financial Advisor’s login from the “Department User Updating” sub-menu under “Official User” menu.
  • Only one Financial Advisor’s login can exist in system.
  • Both Mobile Number and email is mandatory for user creation.
  • Newly created users will receive an OTP /Secret PIN for first-time login.
  • The Secret PIN remains valid until the user updates it.
  • HoD can disable the user details of Financial Advisor (in case of transfer, retirement, or other reasons) from the same page.

Creation of Operator/Dealing Assistant login by Nodal Officer:
Login of Operator/Dealing Assistant/UDA etc. will be created by Nodal Officer only from the “Department User Updating” menu. [Whereas the login of Nodal Officer and Financial Advisor will be created from the login of Head of the Department].

Both Mobile Number and email is mandatory for user creation.

✓ Newly created users will receive an OTP /Secret PIN for first-time login.
✓ The Secret PIN remains valid until the user updates it.
✓ Nodal Officer can disable any user (in case of transfer, retirement, or other reasons) from the same page.


8. MAPPING OF HEAD OF ACCOUNT WITH SDG GOALS BY OPERATOR

Operator/Dealing Assistant /UDA shall login in the application using his/her Mobile Number and Secret PIN sent in his mobile.

The landing page will be as below.

User shall click on “Scheme SDG Mapping” link.

The new page will appear as below.

Department Name will be shown accordingly.

User shall select the Scheme Type Viz. Admin Expenditure, State Development Scheme (SDS) from the dropdown, as shown below. HoA under CSS (Centrally Sponsored Scheme) and CS (Central Sector Schemes) are included under SDS category without showing them separately.

Mapping need to be done for all Head of Accounts under all Scheme Types.

Then user shall select the Major Head from the dropdown and accordingly all the Heads (up to Scheme Head) along with Scheme description will populate in the screen.

User may map multiple SDGs (among 17 SDGs) in case it is found that expenditure made through a HoA is contributing towards achieving multiple SDGs.


In case it is found that expenditure of a Head is not attributing towards achieving any SDGs out of total 17 SDGs then user shall have to select “SDG- 18 i.e. Not aligned with any SDG” against that Head/Scheme.

After DRAFT save, the option for forwarding the same to nodal officer will populate.

Note:
(1) Operator can send the SDG + Head mapping data to Nodal Officer’s End Major Head wise.
(2) Operator can change the mapping after draft SAVE. But once forwarded to Nodal no modification will be allowed at Operator end.
(3) So, Operator shall need to map all the HoA of both Admin and SDS type with SDG(s) and forward the same to Nodal.
(4) Nodal Officer can send the mapping back to Operator in case of any disagreement in mapping created by Operator. Those returned cases also will appear in the Operators login as well for further mapping.


1. CHECKING OF HOA + SDG GOALS MAPPING BY DEPARTMENTAL OFFICER (NODAL OFFICER)

Nodal Officer shall also login in similar way of Operator and click on “Scheme SDG Mapping” link. Then select “Check SDG mapping” sub-menu. The new page will appear as below.

Nodal user shall select the Scheme Type and Major head from dropdown and accordingly the HoA (Up to Scheme Head) and Mapping of SDG created by Operator will appear.

Nodal can modify the mapping here from i.e. can select more SDGs against any HoA or can remove any selection (made by Operator).

Then Nodal shall click in “SAVE DRAFT”. In case Nodal wants to back the mapping to Operator then shall click on “Back to Normal User”.

Upon click on “SAVE DRAFT” data will be saved and then “Forward to FA” tab will become active.

Then Nodal shall click on this tab and data will land in Financial Advisor’s login.


1. VERIFICATION OF THE HOA + SDG GOALS MAPPING BY FINANCIAL ADVISOR (FA)

FA shall login in application using his Mobile Number and Secret PIN and Captcha. The landing page will as below.

FA shall select the Scheme Type and Major Head and accordingly HoA + SDG goals mapping data will appear in his/her screen.

FA be able to modify the mapping here from i.e. can select more SDGs against any HoA or can remove any selection (made by Nodal/Operator).

FA shall click in “SAVE DRAFT”. In case FA wants to back the mapping to NODAL then shall click on “Back to NODAL”.

1. FORWARDING OF HOA + SDG GOALS MAPPING BY NODAL OFFICER TO FINANCE DEPARTMENT

Upon verification from FA the HoA + SDG mapping data will be shown in NODAL User login under “Verified from FA” sub-menu.
Head of Account + SDG Goal mapping verified by FA will show in different color.
NODAL user can also modify the mapping here.
Then NODAL Shall click on “SAVE DRAFT”. SAVE DRAFT will be possible provided mapping is done for all heads under the selected Major Head.
Upon SAVING of mapping the HoA + SDG Goal mapping data will disappear from this menu.
NODAL Shall then click on “Final Submit” tab for sending all the mapping data to the sub-menu namely “Forward to Finance Department”.
In case NODAL wants to send the same back to Operator for reverification then Nodal shall click in “Back to Nodal User”.


If NODAL wants to vet the changes in mapping done by himself or by Operator, through FA then shall click on “Forward to FA”. FA shall do similar exercise as stated in Point No.D above.

Now NODAL Shall click on “Forward to Finance Dept” sub-menu.

The screen will appear as below:

It is mandatory to map SDGs with all the HoAs to enable forwarding of mapping data to Finance Department.

In the pop-up screen as above, the Major Heads under which mapping is left out will be shown. The list of those Head of Accounts can be seen by downloading the PDF [Click in “Print as”]

NOTE: NODAL shall be abl

e to forward the mapping finally to Finance Department provided mapping is completed for all the Head of Accounts (Up to Scheme Head) under all Major Heads and for all Scheme type.

In case of pendency of mapping, system shall show the Major Head and Scheme types under which mapping is pending. Accordingly, NODAL OFFICER need to make arrangement for mapping the left out heads with SDG Goals.

In case it is found that expenditure of a Head is not attributing towards achieving any SDGs out of total 17 SDGs then user shall have to select “SDG- 18 i.e. Not aligned with any SDG” against that Head/Scheme.
