UPMS portal use for DPR preparation is temporarily relaxed till 31.08.2026, as revised Schedule of Rates (PWD-NH for roads/bridges, CPWD for buildings) need incorporation into the system per Notification dated 07.07.2026.

MEMORANDUM

Subject: Temporary Relaxation of Mandatory Use of the UPMS Portal for Preparation of DPRs

The UPMS portal, developed for monitoring projects throughout their life cycle, is currently being used by the Administrative Engineering Departments for the preparation of Detailed Project Reports (DPRs).

However, in pursuance of Government Notification No. 1M-24/26/134-R dated 07.07.2026, the Schedule of Rates (SOR) has been revised. Accordingly, the PWD (NH) Schedule of Rates shall be adopted for Road and Bridge works, and the CPWD Schedule of Rates shall be adopted for Building works to ensure preparation of realistic and up-to-date DPRs for efficient project execution.

In order to facilitate preparation of DPRs through the UPMS portal, the revised SORs need to be incorporated into the system. This process will require some time to ensure accurate estimation.

Therefore, notwithstanding the provisions of Order No. 1221-F(e-Gov) dated 31.03.2025, it has been decided that the mandatory use of the UPMS portal for preparation of DPRs is hereby relaxed till 31.08.2026.

This order shall take immediate effect in the interest of public service.
